On February 8, 1996, President Bill Clinton signed the Telecommunications Act of 1996. This piece of legislation presented the first comprehensive revision of the country’s communications laws in more than sixty years. The universal service section (Section 254) of the act was designed to help schools and libraries obtain access to state of the art services and technologies at discounted rates.

This Federal program is under the jurisdiction of the Federal Communications Commission and administered by the Schools and Library Division (“SLD”) of the Universal Service Administrative Company (“USAC”). The SLD is an independent, not-for-profit corporation.

The E-Rate program provides eligible kindergarten through twelve public schools and libraries 20 to 90 percent discounts on approved telecommunications, Internet access and internal connections costs. The discounts are based upon the number of students eligible for the Federal School Lunch Program.

Since its inception, Sun Wireless has been working with districts across the State of California in procuring E-Rate funding approval.
